The idea that students need access to a variety of tools or strategies for the successful demonstration of learning.
Who Benefits from Tool Belt Theory?
All learners can benefit from access to a set of taught tools that they can evaluate and use during their learning journey. Students who face specific learning struggles benefit from a more specific belt of tools that are designed to meet their learning needs. An important component of tool belt theory is that students must be taught to use a variety of tools so the they can evaluate which tools work best for them for their specific needs at any given time.
How are tools selected and evaluated?
Tool Belt Theory uses an acronym to allow for the selection and evaluation of effective tools. The acronym is TEST.
Task- What is the task being performed? What needs to be done?
Environment- Where must the task be done? Under what time constraints? What is the standard method for completion? Who is the task being done for?
Skill- What is the specific skill set of the person using the tool? What are their strengths? What weaknesses interfere with the completion of the task?
Tools- What tools are available to meet the specific needs of the individual performing the task?

An effective tool belt facilitates independence in the learner. It can help students improve their technology skills and create further technological competency. The successful tool belt will remove barriers for students and foster successful learning and independence. Furthermore it provides students with a real life skill set that prepares them for life beyond the classroom.
